OK, well to cut it short.. I lost my old iPhone, it was insured, and so apple gave me a new one. a few months later i found my old iPhone in the garage... but apple had blacklisted (i think its called blacklisted/ IMEI LOCKED) due to the insurance terms and conditions.
I had recently jailbroke it.. so its available to get Cydia tools/packages if needed.
So just wondering if there is a way to get around this ?

You can get your IMEI unlocked, there are some sites that give you that service. If not you can check if UltraSn0w from Cydia work for you.

Also can you specify which iPhone you have? Because with that baseband I'm assuming it is an iPhone 4 right?

I have the same problem with an iPhone 4s. If it is blacklisted can it be IMEI unlocked? i heard it cannot be done :/
