is it stuck in bootloop ? or is it something else?

the tweak i installed is youtube hd playback i believe (not sure)
What can i do to resolve this ? , if possible without losing data

Its an Iphone 4 8Gb ios7 Jailbroken

Yes your iPhone is stuck in a boot loop.. To my knowledge on IOS 7 right now the only fix is to restore the Iphone with iTunes :/
