You know what I mean, like when you want to point something out, and you either darken the rest of the screen and a small part is highlighted or has a ring put around it?

I CANNOT find any tutorials on how to do this anywhere on the net.. and I have been looking for about 2 hours. I've tried like 12,000 different names for it... tracking highlight, spotlight, focus ring, etc..

Someone please help me out..
