I am running Windows 7 Ultimate 64bit and i have a 4GB ram, and a 2.6Ghz dual core processor, although I am running an intel graphics card ( I THINK) and ive heard there have been issues with them and Cinema 4D but nothing like this?

Its probably because your account isn't an administrator on your PC.
If its a limited account you cant install stuff

my account is an admin as its the only user on this PC, and i've tried running it as an administrator :/

Which cinema 4d version is this? I think your using the wrong torrent.

Try this, Right click on setup.exe then go to compatibility and check the box "Run in 256 colors".
