In this tutorial i will learn you how to make a cartoon.
Firstly off all, you will need

-Photoshop Cs, Cs2 Or Cs3
-Nice artwork

Ok, start off with making a new file with the dimensions 400x150

Now take your Elliptical marquee tool and make a cirle like this:

Fill it up with whatever color you want:

now, right click on your layer and click blending options
Go to store, add a black stroke with 2 px

Now we' do the shading:
select your polygonal lasso tool and make this:

Now go to Image > Adjustments > Brightness/contrast
and make it as dark as mine:

Now we are going to add some nice hair!
Make a new layer and call it: hair
Get your polygonal lasso tool again and select where you want the hair:

Color it with the hair color you want:

Right click the layer and go blending options
make a black stroke with 2 px:

Add some shading like in the previoust step:

Now we are going to make eyes and a mouth:
Make a new layer and call is: eyes
take your elliptical marquee tool and do like me:

fill it up with white and make a black stroke with 1 px around it:

take a brush with whatever a color and click right in the eyes:

take your polygonal lasso tool and make a mouth like me:

now fill it up with white:
