It needs more. I see the girls with a few streaks of light behind them. Put more to it and keep on working. You're getting there. Good job for a 1st timer though.

I think for a first try it's pretty good mate. What i will say is don't repeat the same effect like the white bits around text and images.

Alright for noob although not saying its good, very plain, most newbies tend to crowd the sig with random brushes and stuff. Look at tutorials.
