Then,select filter, blur, radial blur, and set it to these settings:You must login or register to view this content.

Then go to filter, styalize, find edges.

Then do the radial blur once more and press CTRL+I if your backround got inverted.

Final product using glowing yellow dots:You must login or register to view this content.

The final product isn't as bad quality. Smile
