It's called html. I used it on my website forums since I am an admin and gave permissions to myself to use html, but I fixed it, now take a look.

it looks good but the bubbles are a bit rough round the edges

yeah the bubbles need to be fixed nice effect though when the bubbles are done itll look good ;d
