If you mean to flash a new ROM onto the phone you can use ROM Manager for Android. It can be found in the market, there is a free version and a premium version. The premium version has more ROM options. It requires you have root access and a custom recovery (clockwork mod) to work. I am not familiar enough with the other OS's to know.
