I dont think so, i doubt there is way.

There are programs out the like sipdroid that will do this for you. There are other apps that support this as well. Just search around for VOIP setups. They require a lot of setup. You would be able to use them when you are connected to wifi.

i use text4free app. the new version lets you make calls and you can do it on wifi. u do have to download stupid apps for free minutes but who care cuz u just erase em right after
