Did you do the thing with the Geek Squad, Don't they have the Find my iPhone ?

Call your network and they will have a specific department for blocking the phone.
Go to icloud.com and try findmyiphone

Try find my iPhone app in iCloud if u registered it before ?

the find my iphone doesnt work i found a iphone 4s with that on the screen and i just turned it off and quickly went home and put it in recovery mode and wiped the whole phone it took off the password and the find my iphone screen it wa like brand new

Normally it can be tracked regardless if Find my Iphone is on or not just by going to your provider. Happened to my friend he went to Verizon and they got it back for him.
