ui_debug_localVarString "Press Up To Open Menu"
ui_debug_localVarBool "Other text blah"

But no text is showing up or anything. Do I need other dvars to activate the ones above? or something else?

No, I can open my menu, it just doesnt show the text in the top right corner.
