No , Maybe it could be done with Real Time Modding but not with a patch

OK, is there a way to host it to people who are on 1.14? Like host it on 1.11 and still let 1.14 players join?

At the moment No. Its not likely to come out in a patch anyway. If something was released it would be for RTE.
