The way I do this is by RTM... The code would be (for game_sendservercommand?)

    v cg_draw2d 0

If you want their gun gone, use

    v cg_drawgun 0

Through the use of CFG, what you could do is set the map to a fake one, then restart the game. This will disable everyone's CFG (Yours too though :C)

    "ui_mapname Erasing ^1CFG;map_restart"
