You can search in the mw3 mods section there might be a cex unlock all eboot just check that section..

I downgraded my ps3 to 4.21.2 and everytime I put that eboot on it says disk read error?

make sure you get the eboot for 4.21 and its the right bles/blus

When I Put the eboot into filezilla it says its a short cut does that affect it?

The cfw should not matter what matters is that you are installing the correct eboot with the 1.24 patch in it cfw should not matter
