I have been having difficulty installing a mod menu.

I have Rebug 4.70.01 (DEX) (4.75 spoof)
MW3 BLES1428

I have placed the .sprx in the tmp folder and replaced the eboot.bin. The game loads fine, I can play and everything but there is no trace of any sort of mod menu or anything different at all?

I don't understand what I am doing wrong.

well what menu are you using? if you know have u attempted opening the menu?

Most menus have a different way of opening, you'll have to take a look at the thread and see the controls for opening the menu. Also, make sure that you put the files in the correct places, it doesn't hurt to double check.
