Post your computer specs and what your settings are set to on the game.

I know alot about GTA IV on PC owned it since it was first released on PC

What Do You Mean Specs?

And Do You Mean Like Display And Graphics Settingsz?

And It Also It Dont Load The Whole Map..

i still dont get why, but even with my i7 950/6gb/gtx 460 sli rig i lagg like black-ops on the ps3 the first month even with the lowest settings possible...

You obviously have no idea what you need to run gta iv....
Specs is what you have inside your computer, CPU, RAM, Graphics, Hard Drive.

If you cant load the whole map then you do not have a computer to run gta iv

Do you have SLI enabled? If so disable it, gta iv doesnt support SLI.

If you dont then try defraging your Hard Drive. Do you know what Frames Per Second you are getting in game?

i get like maximum 15fps, and even when i had only one card the game didnt do any better

what do you have your display settings set as? Is it patched to patch 7?
