30-40 FPS With my settings above including console command tweaks.

My Laptop Specs:
Intel Celeron Processor 900
(2.2Ghz, 800Mhz FSB)
GMA 4500M
1GB RAM

This thread is for the people who have the similar specs to mine, especially the GMA 4500M, So they will know it may run good at lowest settings.

Plus if you want extra performance with your gaming, check your PC performance mode and see if it on High, also check your Graphics Media Accelerator and change them into performance mode.
