I found out about this by actually searching how to fix the lag problem with planetside 2, because it is very CPU intensive. Sadly, it didn't work for planetside 2. But when I opened up arma 3 to play, my FPS boost was a substantial difference. Note that this may not help people with a processor with a low amount of cores or many virtual cores. If you're like me though and own a 6 core amd processor then this should work! Here are the steps.

Step 1: Check to see if you have any parked cores. You can do this by opening your task manager, next you need to click the performance tab, after you do that click on "Open Resource Monitor". You should see each one of your cpu cores on the right hand side of the page. Scroll down and if it says on any of the cores "Parked" continue on to step 2.

Step 2: Download both the files from this page: You must login or register to view this content. they should be at the bottom of the page.

Step 3: Unzip the folders to your desktop.

Step 4: Open the folder named "Unpark-CPU-App." Now open the application "UnparkCpu."

Step 5: Click on "Check Status" and let it load.

Step 6: After it's done loading click "Unpark All."

Step 7: Now all you have to do is reboot your machine and you should get better performance.

Disclaimer: I would not recommend this for laptops because it can cause more heat from the cpu. Most desktops should be fine though. In the unlikely case of something happening I am not responsible for anything.
