Back in December 2014 the company took action against grey market selling and users to get heavy discounts on titles.
Users would buy games from areas which had a far lower mark up compared to their home country.
Abusing the gift system Valve updated the terms along with putting restrictions on gifts.
Key resellers would go into the Russian store bulk buy the newest title sell the key to Americans offering heavy discounts to the title.

Valve appear to have extended the Dec 2014 change cover not only games activated but played.
Support page covers the above items but a new message has appeared

"In addition, if you decide to redeem this restricted gift, you can only play it within the countries listed above. Note that using an IP proxy or other methods to disguise the place of your residence to activate this gift is a violation of the Steam Subscriber Agreement and may result in restrictions on this Steam account."

Restriction may be nothing new users who travel are going to suffer. Given how the support system is not that good expected to see some horror stories soon.
