I had this problem a while ago, and I ended up fixing it.

Open up Windows Explorer, and go here :

    C:\Riot Games\League of Legends\RADS\projects

Delete this folder :

    lol_launcher

Open up the client again, and the patcher will download the missing files again.

If it gives you an error, restart your computer, and open the client again.

    C:\Riot Games\League of Legends\RADS

Delete the file named "last_versions"

there isnt one, ive completely re-installed game so there isnt a latest update

Actually just fixed it, I had a proxy blocking it. Thanks for responding though, no one on league forms would but you can always count on NGU
