Well there is a solution.

Requirements :
PC
Steam Account
VPN

First look for any VPN that has a Russian location (own preference VyprVPN)
Set it as your active location then go to the steam site (You must login or register to view this content.)
then change your active store location to the Russian federation.
The games are cheaper now as Russian Rubble's aren't worth that much.

Notice :
Games need to be downloaded on the VPN.
Adding funds don't work with Paypal {only if your account is verified to be Russian}

This violates the ToS as a member told me : For all risks use a Fresh account.

Or you pay 449 Russian rubles = 6.86$ [check may 6th 2016] or 10/12$

but of course G2A is a possibility

Well G2A is best without a VPN i guess

Kinguin.net and G2A.com but still with a free vpn you're doing it slightly better beside that you're not paying for people who this method.

PS : sometimes you need to do the vpn thing when you buy it off G2A xD

I didn't use a vpn when i brought GTA IV for steam and it worked perfectly.

Happened to me when i bought Rocket League needed to be in eastern account like Russia / Kazakhstan etc

I've done this method several times haven't got banned but still i recommend a fresh account
