HD Graphics is fine for games like League of Legends (kind of), Torchlight, and COD (kind of). Also any Source game will work fine too. But other than that you are not going to be getting a very good gaming experience with the Macbook Air.
Graphics is fine depending on what you want to use. If you are reliant on apps that are running native on OS X for graphics than go OS X. But if you are using Adobe primarily, they are available for the PC and there's really no reason why you shouldn't use them for that. Other than if you want to use things like Final Cut Pro (even if there are alternatives on PC that are just as good).
If you enjoy OS X go ahead and go for the MacBook Air. I have one that I run along with Windows 10, and I must say that it's a good driver for the light gaming that I do when I need to as well as work, but the one thing I dislike about it is the fact that it doesn't have a 1080p screen.
For modding I have no idea. I would assume you're talking about console modding and as far as I know everything that is related to console modding is running primarily via Windows frameworks, meaning that you're not going to have a fun time with OS X for that. But you could always dual boot Windows 8 or 7 or 10 or whatever you prefer (or run a virtual machine).
