Honestly, all you would need cpu wise is an i7 4770k and like 8GBs of DDR3 ram. I haven't streamed much lately, but I was streaming BF4 at 60fps downscaled to 720p at a 3500 bitrate on OBS. The only time I dropped frames is when my internet acted up, or something on Twitch hit the fan.
