My PC:
Windows 10 Home
Cpu Intel i53337u 1.80ghz
Ram 4GB but only 3.82GB usable
64bit

how can i fix the ram lock even though i am on a 64 bit pc and if i bought a ram stick of 4GB will only 3.82GB still be usable or will 7.82GB ??????

You can never get the full use of ram as the operating system itself requires 200 MB of ram, for upgrading you'd need a stick of laptop ram, a single I'm guessing using 8 gb would cost you around the $50 mark.

You'd need to make sure that you get compatible RAM for your laptop, also check if you have two 2GB's or one 4GB's.
And like he mentioned above, you'll never get the complete 4GB because of the OS, same as with a flash drive and it's contents :- )
