Then you're going to need a decent CPU and GPU to do GTA V with.

What's your budget for a PC look like, and do you have anything you can supply yourself to help reduce costs such as Monitors, KB/M, Hard Drives?

I dont have a budget although I don't plan on getting like a $2,000 computer. So probably $1,000 and under. And no I sadly have nothing like that Crying

For the games he wants to play a 1050ti would be fine, could even play more demanding games like battlefield medium to low (maybe high from benchmarks), also he won't be needing a liquid cooled cpu for the shit hes doing.
