ok... in this order:
best cfw really depends on what you want. if you want more pirated game power over homebrew power you want 5.50 gen D-3 with prometheus v-4 mod. if you want better homebrew capability, look into 5.00 m33-6 or m33-7 (need to be on 6. 7 was a small update. really un-needed but yeah), or if you want a balance with online support on all games, get any 6.39 cfw (there are some threads on here)
latest in the scene probably pspslimhacks.com or wololo.net
the cheat plugin you want would be cwcheat.
