I can now answer that yes it is!

Someone who works at Activision in the Marketing Department, He was testing the Vita version and playing Zombies with others, He Tweeted a picture of Kino der Toten on the Vita.

At first sight of the Picture you could just think its from a YouTube video loaded on the Vita but then you look at the Round, Perks and the Gun, they look perfectly scaled to fit on the screen, Also you can notice the Voice chat in the top of the screen That is way further away from where it would be on PS3/Xbox/PC, On the Original Black ops it would be closer to the edge of the screen. This gives more proof that it would be a Vita version and not a YouTube video.

After posting the picture people started questioning him, he had said he was playing it for over 3 hours with other Dev's at Activision.
The Graphics are better than shown at GamesCom.
There Will be no Beta/Demo before the game launches.

Also Said that he can not Confirm or Deny anything about the game until Press Releases of the game have been sent out which will be soon apparently!
