Edit:the value to get to lvl 20 is 2,000,000 but if you want the achievment for reaching lvl 20 put 1,999,999.

To get the cars to unlock you must race 1 more race for both the cop and racer.

dang, i was really hoping this was for PS3..

I got bit excited when i read the whole description then realised its only for xbox.
