It is called the RA Menu and it can be turned on by going to start-up menu, then setting. From there push down on the directional pad to the Hardware. Click Change Button Assignments as shown in the picture below. You must login or register to view this content.
Once you click it you will get a screen like this

From here you can assign the buttons you want to active the RA Menu and change levels whilst in it. After you are happy with your settings save and quit out.
When you get in a race (online or A-Spec or B-Spec) you can now change various setting instantly instead of exiting out and changing them.
The setting you can change include:
TCS (Traction Control System)
4WDtq (4WD torque distribution)
ASM (Active Stability Management)
ABS (Assisted Braking System)
BRK.F (Brake Balance Front)
BRK.R (Brake Balance Rear)
