No, it's by console not by user.. so only one car can be sent by console per day. Also the gift car ticket has the same limit on it as the cars sent.. so you can't send a gift car ticket of a car worth 1,000,000 cr. or more.

yes you can, i sent a level 17 ticket and got a McLaren F1, which i think is valued over 1mil, not sure though. But I do know that you have a 2/3 chance of getting a Ferrari F1 car, 10mil-12.5mil Cr. with a lvl 24 ticket that can be duplicated and sent from person to person.
