All you have to for premium is change the following on a bukkit server :

    

server.properties




    



#Minecraft server properties

#Fri Apr 22 13:20:04 BST 2011

level-name=world

hellworld=false

spawn-monsters=false

online-mode=false

spawn-animals=true

max-players=20

server-ip=

pvp=true

level-seed=

server-port=25565

allow-flight=false

white-list=false

spawn-protection=0


(Change the online mode in server.properties to false Happy)
