What I mean is does the server admin have to enable mods or can I give myself a mod that will only effect myself in game and not anybody else?

Mods by default(if working, of course) will effect everybody in-game unless the author of the mod says otherwise.

With most mods though you get permissions files or you get compatibility w/ other permission plugins, which are as simple as editing config files.

you can for some of them , like zombe's mod pack has "flying" that works on servers if the have it enabled. if u anything else or help regarding mods just quote me~

Hmm when you install mods it's for the whole server but like some mods only allow OP's or Moderators to use them so people who join to grief can't use them Hope I helped.
