Go to your magic menu and choose the spell you want for your left hand, press L1 or left trigger on XBOX. Then for the right hand go over the spell and press R1 or Right trigger.

Nope, but there is a perk that causes a stagger when spells are dual cast.

Oh. I was just going off of what my brother told me. He plays skyrim like every day. He must have been mistaken though.

You can just have 2 standard attacks in each hand but there is a perk that combines both hands into a dragonball z style attack that does extra damage. That may be what he's referring to.
