You need atleast 25 Speech for that to work. I just cant find any one to persuade.

Sell lots of stuff that get's your speech up once you hit 25 you can then use the glitch.

Buying and selling gets your speech up, slowly but surely. To be honest, I couldn't find many speech opportunities to begin with. Just start questing and most quests have persuade or intimidate options. The Thieves Guild questline has a few.
