Personally I think markarth for sure, considering its built into a mountain, and its all pretty much stairs.

Solitude: On high ground, imperial headquarters, most guards. Theres no competition.

I really want to say Solitude. The way it sits on that cliff makes a big difference. Not to mention the marsh also provides some protection. They may have a few escape routes, but only one main road that I am aware of. Meaning if they place archers correctly they could do some major damage. Further more if it really comes down to it they could have some mages blast holes in the mountains causing rocks slides. Though if mages could destroy the mountain side, then enemy mages could destroy the cliff Solitude sits on thus causing the city to collapse. But Solitude does sit pretty high so they do have a viewing distance and possibly an advantage for projectiles.
