The M16A3 is a fully auto version of the M16A2.
The M16A2 (3 round burst only) became the standard rifle after the M16A1 (fully auto). The 3 round burst saved A LOT of ammo and was more accurate than the M16A1's full auto fire. Troops with it in 'Nam wasted so much ammo by just spraying magazines, and not being accurate at all.
The Navy SEALs wanted a fully automatic gun, so they changed the M16A2 to fully auto and single shot only - thus creating the M16A3.
The M16A4 is the most modern M16. It is either single shot and burst, or single shot and full auto. In this case, it's single shot and burst. It's the gun all the troops use now.
