No, it's not. There was never a confirmed, or even suggested date for the next DLC. It's the "big patch" that we were told was coming to us this month... Until recently.

yeah i agree they need to fix the game. I hate choosing Caspian Border and it gives me Kharg Island -.-

That's not a glitch, nor a bug. Lets say Caspian Border is Map A, and Kharg Island is Map B (so you can apply the following to any maps).

You're choosing Map A, and being put into a lobby that's just had Map A. When you join, the lobby has just finished their 45(ish) seconds of looking at stats, unlocks, metals, and general progress. So, when you actually become part of the lobby, you'll find yourself at the loading screen of Map B. Get it?
