I don't have a jailbroken PS3, but I was just curious if it was possible and how hard it would be.

I honestly doubt it. Unless you had a JB PS3, and a gamesave with all perks or something,
then I don't think it would be possible.

It was more of a hypothetical question. If I did have a JB PS3, or gave my save to someone with a JB PS3, could it be done?

Edit: So I found a pair of mods that might work, considering that it seems there's quite a few people here that know how to use mods on PS3 games:

This one will reset perks and perk points, but from reading it, it might be a bit finicky.
