I know you have to be max level, which I am, 81 1/2, and I have walked around skyrim looking for him, to no avail.

I didn't glitch to get max level so I know that's not an issue. Please any help would be appreciated.

You might have missed something. Or Try reloading a earlier save that might help.. The game does this to me also.. You might need to pass time in it maybe?
