Im pretty sure its so you are unable to be kicked from the game.. but im not 100% sure

You can still be kicked. And thats good.. lot of modders i come thru are abusive clowns, good that theres always the chance to kick them out. i never saw a script which can prevent u from beeing kicked.

Modders Protection is in the XMC base.

What it does for you: Gives u Freeze Gun protection and protects ur vehicle from other modders. SO they cant teleport you and screw ur cars up

Waht it does for others: If u give a player "Modders Protection" he will get infinite armor. thats all for others...
