i think it's not available anymore. i also tryd to unlock it after update 2.12 but no luck. same thing for the JP flag color and XXXXXX, also not available anymore. i tryed it with the 2 editors but no changes.

Yea I think its another 2.11 or lower mod that PD patched in the 2.12 update. You can downgrade though, if you can live without GT5 online stuffs.

Have u checked in options? last row.
there is no point of having that menu because namechanger didnt work for me :/
