Just park a vehicle next to the staircase and jump and aim underneath the staircase.
If you can't find where to aim then dive close to the bottom of the staircase and you'll see.

You can capture all flags accept E,a ...get it ... EA... tehehe. But really, you can't get them two.

You can also shot enemies under the map as well.

It works 100% on xbox 360, tested it 10 mins ago. On others i can't confirm though.
