First off, that recon kit is very very very very very (Made my point yet) powerful for Rush. Mainly that spawn bacon that in the hands of the attackers and defenders can turn the game.

Abuse the hell out of it.
I can’t tell you how useful it has been during my limited time playing rush so far.
The goal of the spawn bacon of the attackers it to get in deep and flank. See that sight line nobody is watching go along that and put a spawn bacon down.
This allows you as the attacking team to break up the defenders and plant the bomb.
Defenders can do the same thing, but the other way around blocking off a route or hiding the spawn bacon behind the attackers spawn allows you to do some serious damage behind them.

From what I played so far the goal of the recon when attacking is to scout out the defenders and abuse them. Become a spawn point for your team and allow your teammates to move up. Staying on that hill is not very useful.
Hit people from the flank routes if you’re using a sniper rifle, and push up along the flank routes spot everything.
If your team is doing badly pull out an MAV and get an idea of locations.

Defenders have to do the same as the attackers, if you want to annoy people a ton use a MAV and paint everything.

Recon with a sniper should never be taking people on from beyond 300m. In most cases my sniper kills are within 180m. As a result ditch the x40 scope and use a x8 scope. For me, I use a x8 scope or a x6 scope.
My advice would be don’t feel like you need to snipe miles away from the battle field treat the sniper as a marksmans rifle.

Snipers what to use honestly use whatever sniper rifle you enjoy for me.
M40 or .338 Recon.

Pistol
Your best friend always remembers getting close switch to her.
Already made a post on what I feel are the best pistols, pick whatever you feel is best for you. For me I use Shorty 12G or M9 or FN57.

Gadgets
Radio bacon
PLD
C4
MAV/Motion sensor

The above gadgets are ones which I feel are the best to rush. Maybe not overall for the recon kit.
PLD is very useful in finding other snipers camping on the hills or finding people glancing up.

Radio bacon as I covered earlier is a spawn point and very important.

C4 is something I always use, pretty much switch around every other item apart from C4 sometimes I remove C4 but only when I don’t need it.

MAV/Motion just a giant motion sensor which goes without saying it useful.

Final notes
It goes without saying the recon kit is more than a sniper rifle kit you got access to a range of weapons and toys.
For me most people who use the recon kit normally snipe and don't do very well.
Maybe I'm too aggressive as a sniper or a recon but given how deadly you can be on the flank routes I find a ton of success over just sniping.
