Until you find the code for client side stuff of the network coding no.
Remember the servers are EA hosted so client side items are limited.
So no.

The only way you can host any type of mods on bf4 is if you can control the dedi server that hosts the game. You'd need to know how to hack EA, I don't think that would be a wise choice lol

If theunkn0wn has played it hes modded it. I know about 5 people that could easily hack BF4 and some probably have but kept private so no patches are made. Just havent asked em yet.
