BF4 is a server/client setup not a host/client setup. I am not sure if that is the correct terminology but what I mean is the client never hosts the game nor does it have the functions to do so, the server functions are not the same as the client.
As far as local client mods, yes there are mods like no recoil, spread. sway and mini map mods, but none of them are public. The only public mods are visual and/or don't work at all.
Because the data in BF4 is mostly dynamic due to it's memory requirements a debug eboot is only useful to you if you know PPC or at least how to convert assembly data structure back to C type structures. Because of this I heed to wonder why people that do not know how to make a debug eboot even need one.
