Yes, but why? If you just want to be able to use the BLES DLC just follow the instructions in Gay's DLC thread on how to do that. If it is for some other reason then change the param file like any other game you want to change regions, then rename the directories correctly to match to avoid having to reinstall.

I did that, installed the Gay's DLC but I get black screen. Is there any fix for it?

You might want to try asking in that thread. If you got a black screen, my guess you did something wrong. Re-read the instructions and see if you work out where you went wrong as it does work for other people.
