Upgrading to OFW would not fix a console ban. Console bans are attached to your console ID. Firmware doesn't touch your console ID.

Were Would I Get New Console Ids

Buy a new PS3 or find a seller. Good luck though, those are likely stolen/shared console IDs and you'd be lucky if they lasted more than a few days to a week tops. You're better off getting your own console ID by buying a new system.
