You need a IP sniffer to get PSN IPs. Or another way is to skype resolve their PSN name and see if you are lucky enough to get a person who has a skype name.

vpn is VERY easily traceable, and a static ip doesnt mask your ip, it only sets up a specific set ip for your ip to use to connect to your router

yes you can use wire shark, although its a bit more complicated, it is an ulterior method.
