You need to create an account before you check your internet settings, or your console id may be banned.

You could possibly use a PS3ITA Manager PKG.

You don't need an account to test internet settings since you can go on the browser wihtout being online(it logs you off I think anyway)

It's possible the CID is banned, or the MAC Address was blacklisted in Sony servers

Yes but you said it's because he isn't signed into an account. You don't need to have an account to test the internet connection settings. Just an unbanned CID

try going into debug settings then go to network settings for debug change to dual settings see if that works
